高校在校大学生是进行创新创业活动的主体。在"大众创业,万众创新"的感召下,国家,社会,高校在推进大学生创新创业政策,大学生创新创业教育以及构建创新创业实践平台等方面做出了努力,但大学生对此认知度、认可度和参与度不够。出现此现状的在很大程度上是因为政府各职能部门资源分散,高校创新创业教育育人效果不佳以及实践平台的引领性不强。为提高大学生创新创业成效,要加强顶层设计,整合资源,增强创新创业教育的体验性,推动创新创业的实践转化并且要营造良好的创新创业氛围。

The students in colleges and universities are the main part of innovation and entrepreneurship. By the inspiration of "mass innovation and entrepreneurship", the state, society and colleges and universities have made great efforts in promoting the policies on students' innovation and entrepreneurship, the related education and creating the practical platform, but the students have insufficient understanding of these efforts, acceptance of them and participation in them. To a large extent the current situation arises out of decentralized functional department resources of the government, not so effective of innovation and entrepreneurship education in colleges and universities and the weak guidance of practical platforms. What is needed to increase the efficiency of innovation and entrepreneurship of college students is to strengthen the top-level design, integrate resources, increase the experience of innovation and entrepreneurship education, push forward with the practical transformation of innovations and create a favorable atmosphere for innovation and entrepreneurship.
