本研究从人才振兴的角度出发，深入探讨与剖析了西部计划志愿者的现有状况。研究强调，作为国家级重要人才支持举措，西部计划成功地向西部地区输送大批高素养青年志愿者，成为激发该区域社会经济进步的关键驱动力。然而，目前西部计划在志愿者的数量分配、地域覆盖及能力结构方面尚存不平衡问题，特别是某些边远地区面临志愿者资源稀缺，且志愿者的专业技能与实地需求之间的契合度亟待提升。鉴于上述挑战，本研究建议采取强化志愿者教育培训、优化志愿者布局策略、健全管理体制等措施，旨在强化西部计划志愿者在人才振兴进程中的作用，推动西部地区的综合性与持续性发展。
Abstract：From the perspective of talent revitalization, this study provides an in-depth discussion and analysis of the existing situation of volunteers under the Western Plan. The study emphasizes that, as a national-level important talent support measure, the Western Plan has successfully sent a large number of highly qualified young volunteers to the western regions, which has become a key driving force for the social and economic progress of the area. However, there are still imbalances in the number of volunteers,geographic coverage, and competency structure of the Western Plan, especially in certain remote areas that face a scarcity of volunteer resources and an urgent need to improve the fit between volunteers' professional skills and the needs on the ground. In view of these challenges, this study suggests measures such as strengthening volunteer education and training, optimizing the volunteer distribution strategy, and improving the management system, with the aim of strengthening the role of volunteers under the Western Plan in the process of talent revitalization and promoting the comprehensive and sustainable development of the western region.
