本世纪的前十年,在新工党政治的领导下,英国政府针对英国青年的现实状况和青年工作出现的问题,制定和发布了一系列青年工作的法案和政府报告,对青年工作进行规范和引导,提出了新时期青年工作的原则、目标和应对挑战的具体措施。英国青年工作呈现出部门整合和量化管理两大趋势。整合化模式和指标化管理不仅有相同的理论逻辑,还反映出互通的实践路径,在不断推进青年工作向前发展的同时,也对青年工作的传统观念带来了冲击。
Abstract：In the first decade of this century, under the leadership of Labor Party's new politics, the British government made and released a series of bill and government reports on youth work based on the current situation of youth and the problems in youth work, aiming at standardizing and guiding the youth work by putting forward the principles, goals of youth work and exact countermeasures against the challenges in new period. As two kinds of trends, integration of departments and quantitative administration are shown in British youth work. The integration model and index administration not only have the same logic of theory, but reflect the connected routes to practice as well. While promote the development of youth work, they bring impact on the traditional conception of youth work at the same time.

1 英国没有关于“青年”的明确界定,不同时期的年龄标准常有调整,当前官方文件对“青年”的范围,主要集中在13至19 岁之间,但也可包括25岁以下11岁以上的对象。
2 非洲女孩Victoria Climbie为了更好的教育和生活,被其父母托付给在欧洲的姑妈照看。2000年2月25日,八岁的Climbie因为受到姑妈及其男友的折磨虐待,在伦敦死亡。期间,伦敦当地相关政府机构和社会团体,如警察、医生、社工等都与受害儿童有所接触,并注意到一些虐待信号,至少有十多次机会可以避免悲剧发生,但由于疏忽、沟通等原因未能及时采取措施。Climbie的姑妈和其男友,被指控谋杀判处终身监禁,并引发了英国政府和社会对青少年儿童保护的激烈讨论和关注。
