本文从国家利益的角度出发 ,阐述了国家利益和公民权利、国家利益和国家权力、公民权利和国家权力的关系 ,在此基础上 ,论述法的规范价值。法治实现的核心 ,是认可法的规范价值。法治的终极目的 ,是维护国家利益。为维护整体的国家利益 ,法的约束力 ,针对公民自由 ,也针对具体的国家权力。

The normal value of law is based on the national interests,which can be discussed from the relations among national interests,civil right and national power.The core of the actuality of rule by law is to accept the normal value of law,and the ultimate aim of rule by law is to defend the national interests.To defend the whole interests of nation,the discipline of law is directed against not the civil liberties but the concrete actions of national power.
