社会工作者与志愿者都是建设社会主义和谐社会的生力军。社会工作者具有职业性和专业性特点,但其受到专业人才数量相对不足、社会认知度不高等现实问题制约;志愿者的社会认同度、群众参与度较高,但其非职业性等原因制约着服务效果和质量,需要专业的职业的引导和管理。建立社工与志愿者的联动模式,培育一支专业社工带领下的志愿者队伍,是对社工、志愿者这两种服务资源的有效整合,是实现公共管理及社会服务社会化的新方式。文章通过阐述社工与志愿者联动服务提出的背景、意义,疏理社工与志愿者的概念、性质、服务范畴、目标、手段等要素,提出社会工作者与志愿者能够形成优势互补,并对社工与志愿者的具体联动方法进行了探索。

Both the social workers and the volunteers are the fresh troops in building the harmonious socialist society. The social workers are professional and of specialized knowledge and skills, but the development of which is restricted by the realistic problems such as the relative deficiency of professionals and the lack of social recognition. The volunteers possess a higher level of social recognition and higher rate of mass participation, but the service effect and quality are limited by their non-professional conditions, so what needed is the professional guidance and management. Putting in place interacting mechanisms between social workers and volunteers and nurturing a volunteer group are the effective integration of the service resources of social workers and volunteers and the new ways of realizing socialization of public management and social service. By means of elaborating on the background and importance of suggested interacting services between social workers and volunteers and assorting the elements related with social workers and volunteers, such as concept, nature, scopes of service, aim and methods, the article puts forward the complement of social workers' and volunteers' advantages and suggestions on ways of interaction between social workers and volunteers.
