社区志愿者的态度与行为不仅会影响到社区公共服务的提供,也会影响到社区的治理与发展。本文以北京市A街道为案例,首先描述了A街道志愿服务的现状,其次分析了社区志愿者的态度及影响社区志愿者行为的因素。文章发现,目前A街道的志愿者参与志愿活动更多是基于互惠心理,而街道办事处的组织动员等结构性因素是影响社区志愿者行为的重要因素。同时,体制内的组织动员能够强化居民的"认同"和"互惠"心理。最后,文章针对研究发现提出了改进体制内组织动员志愿者的方式和激发社区社会组织的活力等建议。

The attitude and behavior of the volunteers in communities not only impact on the supply of the public service, but the governing and development of the community as well. Taking the Neighborhood A in Beijing for example, firstly, the article describes the current situation of the volunteer service in this neighborhood, and secondly, analyses the attitude of the volunteers in communities and the factors, which influence their behaviors. It is found in the article that currently the reason that the volunteers in Neighborhood A take part in more volunteer activities lies in the mutual-benefit psychology, and the structural factors, such as the mobilization of the sub-district office, are the important factors, which impact on the behavior of the volunteers in communities. At the same time, the government-backed mobilization can strengthen the citizens' "identification" and "mutual-benefit" psychology. In the end, the article comes up with the suggestions, including improving the government-backed volunteer-mobilization methods and stimulating vitality of the communities.
