美国公民教育国家保障体系对于巩固美国政治制度，培养合格公民和提升公民参与治理国家的能力至关重要。本文从三个方面探讨美国如何从国家保障层面支持公民教育：制定政策法规保障公民教育；建立国家智库助力公民教育；整合文化资源夯实公民教育。我国的思想政治教育应吸收借鉴其中的合理因素和科学举措，为在全社会践行社会主义核心价值观提供坚实的保障。

The national guarantee system of civic education in the United States is crucial to consolidating the American political system, cultivating qualified citizens and enhancing citizens' ability to participate in governing a country. This paper discusses how the U.S. supports civic education at the level of national guarantee from three aspects: formulating policies and regulations to guarantee civic education, establishing a national think tank to help civic education, and integrating cultural resources to strengthen civic education. The ideological and political education in China should absorb and learn from the reasonable factors and scientific measures in order to provide a solid guarantee for practicing socialist core values in the whole society.
