志愿服务活动体现了人类的文明程度,是崇高而神圣的社会公益事业,它展示出人类追求文明、追求进步的愿望,在社会的推动下,我国的志愿服务事业也开始蓬勃地发展起来,为了对各地方的志愿服务活动进行规范化指导,我国对志愿服务活动要进行研究和探讨,目前我国的志愿服务立法还处于初期阶段,还需要梳理相关脉络,为志愿服务的社会群众基础提供政府性的、法律性的指导和管理监督,从国家的层面上进行具有相关立法的研究。

Reflecting the level of human civilization, the voluntary activity, which is flourishing in our country promoted by the society, is a kind of noble and holy social welfare project and shows the human wishes for civilization and progress. So it is necessary in our country to research on the voluntary service in order to standardize and guide the volunteer activities around the country. At present, the voluntary service is on the initial stage in our country, its' relevant structure needs to be analyzed to provide the guidance and supervision of government and law for the social mass base of the voluntary service and to research from the country level into its legislation.
